HSE OFFICER – PROCESS SAFETY
LOCATION - DUNDEE
SALARY £COMPETITIVE DoE
ESS Recruit are working in partnership with Our Client, a New Zealand owned company, who specialise in manufacturing Animal Health products for Global and Local organisations to source an HSE Officer with experience of Process Safety for their Dundee site.
It will be your role as HSE officer to provide expert advice and direction to the business in all Health, Safety & Environmental aspects to ensure the protection of associates and most economic and technically effective way of meeting the Company’s statutory and internal obligations.
Furthermore, you will focus on ensuring that all process equipment meets the requirements of a top tier COMAH site, including implementing safe design and operational improvements, control and reliability monitoring and optimization of the Product Manufacturing. The candidate will be expected to provide technical expertise and support to the safety team ensuring that all changes to the process are controlled through deviations, change control and operating procedures.
Key Accountabilities:
* Maintain a comprehensive knowledge and influence development of, relevant legislative and Corporate requirements in the Health, Safety & Environmental field
* Support the Site Safety Team in the production of the COMAH safety report, HAZOP studies and responses to
Competent Authority requests for information
* Represent the Company in dialogue, contact and advocacy with Health, Safety & Environmental
Regulatory Bodies, Agencies and Institutions
* Prepare and manage Health, Safety & Environmental authorisations and permits appropriate to the Company’s business needs
* Review and approve all Health, Safety & Environmental aspects of projects, Master Manufacturing Procedures and other related Company documents
* Ensure that all cGMP equipment has current up to date records, including mechanical and electrical drawings, PI&Ds, technical specifications, and any other relevant documents
* Ensure all safety critical equipment undergoes all relevant maintenance and inspection
* Audit and approve any Third Party or external operation used by the Company
* Develop and maintain an understanding of the latest Health, Safety & Environmental technology / techniques and be a principal source of expertise for the site
* Support and provide education and training within the Company on Health, Safety & Environmental issues and topics
* Support the HSE function and contribute to HSE management system
* Support and be familiar with all Environmental, Health and Safety requirements to ensure that equipment processes are safely executed. (e.g. Hazop, Permits to Work, Risk Assessment, Incident Reporting, Safe Work Practice,
COSHH).
* Comply with all company local and global policies including Quality frameworks, Red Book, and health, safety and environment (HSE) policies.
* Perform any other duties or serve in such other capacity as may be determined by Company management.
To be considered for this role will hold a Minimum HND or Degree in an engineering or scientific discipline. Furthermore, you will have further qualifications in HSE. Candidates with NEBOSH or TechIOSH will be considered while candidates with GradIOSH will be considered highly desirable.
Key Skills and Experience:
* Able to demonstrate strong written and verbal communication skills
* Demonstrated knowledge of safety legislation and current practices
* Ability to identify trends and the underlying cause of issues & respond with impactful solutions
* Demonstrated planning capability
* Can demonstrate the ability to work collaboratively at all levels with excellent interpersonal skills and of building and maintaining effective business relationships
* Has proven experience in managing third party contractors and suppliers
* Experience in Process Safety Engineering role or equivalent
* Experience of AutoCAD and CMMS
* Pharmaceutical (GMP) experience desirable, but not essential.
* Knowledge of failure mode analysis and sustainability: FMEA, RCM, FTA
* Experience of COMAH, Safety Reports and performing HAZOPS.
* Advocate for safety, training and knowledge sharing
